The equation of a circle is (x - h)^2 + (y-k)^2 = r^2, where C(h, k) is the center and radius is r>0. Therefore, the center is (2, -1) and tthe radius is r = 4

OpenStudy (lilli):

Why is the center (2, -1)? Because we have tou rewrite the (y + 1)^2 as (y - (-1))^2 to satisfy the the formula requirements.
