According to Notes on the Meaning, this is another name for Mātaṅgarāja (Tib. gdol pa’i rgyal po), who is often described in Indic literature as a king of a tribe outside the caste system. He also appears in the Śārdūlakarṇāvadāna (Toh 358: stag rna’i rtogs pa brjod pa).
